He came way too close for Batman's comfort, so he went the boy to find out what he wants, and declines the request for Tim to become Robin in honor of the late Jason Todd, and to help Batman.
No willing to give up, Tim continues to try and convince Batman to train him.
It takes the convincing of Alfred and Dick Grayson and Tim digging into things he should not have been messing with, putting him and his family into mortal danger to get Batman's attention and change his mind about taking the boy under his wing.
